NIGERIA ELECTRICITY DISTRIBUTION SUPPORT PROGRAM

Several current members of the Utility Turnaround team were employed by Tetra Tech as part of USAID’s Nigeria Electricity Distribution Support Program implemented under the Power Africa Transactions and Reforms Program (PATRP). Assistance was granted to Abuja Electricity Distribution Company (AEDC), Eko Electricity Distribution Company (EKEDC), Benin Electricity Distribution Company (BEDC) and Ibadan Electricity Distribution Company (IBEDC). The aim was to assist these utilities with field operations while decreasing losses and increasing commercial performance.

The team was able to achieve unprecedented results at these utilities within 24 months, which included substantial drop in energy losses, rapid increase in collections and a comprehensive training program for the utility personnel.

PERFORMANCE TURNAROUND OF UEDC

United Energy Distribution Company of Georgia (UEDC) was a state-owned utility serving 700,000 rural customers in Georgia. The utility was challenged by poor power supply, delipidated network. commercial and technical losses of 89% and collections of no more than 10%. The Government of Georgia with the funding of USAID appointed PA Consulting Group under a management contract to undertake a performance turnaround of the utility.

 

Several of the current team members of Utility Turnaround were placed in various executive positions of UEDC while being employed by PA Consulting Group at that time. The team undertook a major revamp of UEDC’s operations, redesigned business processes, restructured the company, built capability to achieve a radical performance turnaround. This 42 month effort saw the reduction of losses from 89% to 10%, increased collections from 10% to almost 100% and restored a 24 hour supply. Due to this effort, the utility was successfully privatized along with other energy assets in the country.

PERFORMANCE IMPROVEMENT PLAN FOR ELECTRICARIBE

Electricaribe is a utility serving over 2.5 million registered customers in Colombia. In 2017 the Government of Colombia intervened and repossessed the assets from the private owners in efforts to improve its performance and service delivery to the customers.

 

Several current members of Utility Turnaround were employed by Tetra Tech at that time. Tetra Tech was mandated to undertake a detailed performance diagnostic of the utility and to prepare a comprehensive performance improvement strategy and plan. Over a period of six months, our team studied the utility, analyzed the root cause of the challenges at hand and prepared a detailed strategy for reducing the losses, increasing and protecting the revenues and improving service delivery.

PERFORMANCE IMPROVEMENT OF KAZTRANSGAS TBILISI

KazTransGas Tbilisi is the gas distribution utility serving over 400,000 registered customers in the capital of Georgia. The utility was privatized and experiencing high losses and poor collections from the customers.

 

Members of the Utility Turnaround helped to improve performance of the utility. The Partner at Utility Turnaround, Mamuka Kikalishvili served as the Deputy Director General responsible for the improvement of commercial performance. Over the interim period of two years, massive performance transformation was implemented where losses were reduced from 42% to under 20% and the annual revenues increased by 30%.

PERFORMANCE IMPROVEMENT OF GWP

Georgian Water and Power” (GWP) provides water and wastewater services to the population of Tbilisi, including over 470,000 residential and 30,000 commercial customers. The utility was privatized and was struggling with high losses and low revenues.

 

Several members of the Utility Turnaround helped to improve performance of the utility. The Partner at Utility Turnaround, Mamuka Kikalishvili served as the Technical Director responsible for the improvement of the performance. Over the interim period, massive performance transformation was implemented where commercial losses were reduced from 30% to under 10% and the annual revenues increased by 70%.
